PRIOR CONSERVATION DISTRICT USE PERMITS (CDUP) <br />Please specify all prior CDUP received for the subject parcel. <br />Applicant is unaware of any CDUPs issued for either property, and none were listed in the <br />database examined at OCCL offices in December 2007. <br />PROPOSED USE <br />Total Area of Proposed Use: (indicate in acres or sq. ft) approx. 0.41 acres <br />Describe the proposed use in detail. Include secondary improvements such as grading, septic <br />tank placement, utilities, roads, driveways, fences, landscaping, etc. Illustrate general location <br />of improvements on a TMK map; include preliminary architectural renderings with elevations <br />and building footprints with application. Include existing (before) and proposed (after) graphics. <br />If the parcel is or has been the subject of a violation, please include the violation number. <br />The Puako Community Association, with the cooperation of Mauna Lani Resort, proposes to <br />utilize a 625-foot long by 30-foot wide portion of State of Hawaii land located in the <br />Conservation District in order to build a gated emergency roadway. This roadway would <br />connect the end of Puako Beach Road with Holoholo Kai Beach Park Access Road using <br />portions of State-owned parcels TMKs (3rd) 6-9-01:017 and 6-9-006:051. Parce16-9-001:017 is <br />currently leased by Mauna Lani Resort (Operation), Inc. Trees in the corridor will be cut and the <br />road will be graded by heavy equipment and surfaced with gravel. Operations will take care not <br />to work outside the 30-foot corridor to the greatest extent feasible. An anchialine pond located <br />about 15 feet from the edge of the disturbance area will be circled by construction fencing and <br />avoided. <br />The purpose of this project is to provide an emergency access and evacuation route. T'he gravel <br />roadway would be gated and locked at both ends during normal conditions and would be opened <br />only during emergencies as authorized by the County of Hawaii Civil Defense Agency. <br />The proposed identified land use consists of an emergency transportation improvement being <br />undertaken by anon-governmental entity which benefits the public and is consistent with the <br />purpose of the conservation district. The action is therefore a Public Purpose Use as defined in <br />Section 13-5-22 (P-6, D-2). The transportation system project includes Subdivision for Public <br />Purposes (P-11, D-1). Each of these component actions is an identified land use for the general <br />subzone. <br />Currently the Puako community has only one evacuation route out of the area in the event of <br />emergencies such as wildfires, high surf, tsunami, and traffic accidents. Wildfires throughout the <br />years have threatened the community; one on October 28, 2007 burned 1,500 acres near Puako <br />Beach Road, approaching within a quarter mile of 200 homes and prompting the evacuation of <br />400 people. In addition, the October 15, 2006 Richter magnitude 6.7 earthquake's epicenter was <br />approximately 15 miles from Puako, causing extensive damage and highlighting the need for <br />alternative access in case of tsunami. Construction of this emergency road has long been the goal <br />of the Puako Community Association, which is solely funding the project. <br />Conservation District Use Application, Puako Emergency Road <br />3 <br />
