Provide for commuting efficiency and peak -hour travel demands; <br />3. Provide transportation improvements for off-peak travel needs; and <br />4. Identify multi -modal connectivity network options based on origins and destinations. <br />Outcomes or Results: <br />The Waimea Traffic Circulation Study proposes projects that provide alternatives to the <br />existing limited roadway facilities, multi -modal choices, additional connectivity, equity, <br />capacity, and safety. Short-range actions fall into the following categories: <br />1. Phase 1 Roadway Improvements: <br />a) The construction of the two-lane Parker Ranch Connector between Mamalahoa <br />Highway, south of Lindsey Road, and Mamalahoa Highway at or near Kamamalu <br />Street; <br />b) Selected widening of Mamalahoa Highway; <br />c) Waimea School access improvements; <br />d) Prohibition of East and West -bound left turns at the Lindsey Road/Mamalahoa <br />Highway intersection; and <br />e) Traffic signal optimization <br />2. Phase 2 Roadway Improvements that primarily call for the construction of the <br />Mamalahoa Highway to Kawaihae Road Connector. This roadway would be generally <br />aligned with the south terminus of the Parker Ranch Connector and intersect the <br />Kawaihae Road in the vicinity of the transfer station. <br />3. Transit Improvements that include the implementation of an intra -Waimea shuttle <br />Bus service. <br />4. Pedestrian/Bicycle Improvements proposing the utilization of existing and proposed <br />roadways augmented by the Waimea Trails and Greenways project paths. <br />Sincerely, <br />CHRISTOPHER J.
