This includes submission of ballot language to the state chief election officer prior to <br /> 4:30 p.m., September 5, 2008, pursuant to section 11-119(b) Hawaii Revised Statutes. While it <br /> is the responsibility of the County Clerk to draft ballot questions, I am requesting that this <br /> communication be placed on the appropriate agenda with Resolution 684-08, so that council <br /> members will be able to provide comment on my proposed ballot language, which is as <br /> follows: <br /> <br /> <br /> PROPOSAL 3. Office of the Legislative Auditor. Should the County Charter be <br /> changed to establish an Office of the Legislative Auditor to perform independent audit <br /> functions? <br /> <br /> PRESENT PROVISION: The County Charter provides that the legislative auditor is <br /> appointed by the County Clerk, with the approval of the County Council.
