Chair and Members of the Hawaii County Council County of Hawaii c-D 25 Aupuni Street c Hilo, Hawaii 96720 RE: Resolution 684-08 Proposed Charter Amendment to Amend Article III, Relating to the Establishment of an Office of the Legislative Auditor Dear Chair Hoffmann and Council Members: Resolution 684-08 directs the County Clerk to place the Charter amendment proposed by Ordinance No. 08-81 on the 2008 General Election ballot for approval by the voters of the County. This includes submission of ballot language to the state chief election officer prior to 4:30 p.m., September 5, 2008, pursuant to section 11-119(b) Hawaii Revised Statutes. While it is the responsibility of the County Clerk to draft ballot questions, I am requesting that this communication be placed on the appropriate agenda with Resolution 684-08, so that council members will be able to provide comment on my proposed ballot language, which is as follows: PROPOSAL 3. Office of the Legislative Auditor. Should the County Charter be changed to establish an Office of the Legislative Auditor to perform independent audit functions?
