The County Clerk has the authority to fire the legislative auditor at will. <br /> <br /> PROPOSED AMENDMENT: If approved, the County Charter would be amended to <br /> give exclusive authority to the County Council to appoint the legislative auditor to a six- <br /> year term, subject to removal for cause by a two-thirds vote of the County Council. The <br /> amendment would also: 1) set minimum qualifications for the legislative auditor; 2) make <br /> the legislative auditor, not the County Clerk, the administrative head of the office; 3) <br /> clarify that the legislative auditor has the authority to conduct performance and/or <br /> financial audits of any County agency or program; 4) grant the legislative auditor full <br /> access to any county employee or record not protected by law; 5) grant the legislative <br /> auditor full access to property, facilities, or equipment of any County agency or program; <br /> 6) authorize the legislative auditor to administer oaths, subpoena witnesses, and gather <br /> records pertinent to the audit; and 7) hire an outside attorney. <br /> <br /> <br /> IF YOU AGREE WITH PROPOSAL "3", VOTE YES. <br /> <br /> IF YOU DISAGREE WITH PROPOSAL "3", VOTE NO. <br /> <br /> <br /> <br /> Sincerely, <br /> <br /> <br /> <br /> M.
