Arakaki, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> <br /> <br /> On June 2, 1997, the County Council passed Resolution No. 58-97 amending <br /> County Council's Resolution No. 330-96. This resolution amends the County's policy <br /> relating to rezoning of district boundaries within Kaloko Mauka and other districts of <br /> North and South Kona. The resolution states that no lands above the 3,000-foot <br /> elevation within the Kaloko Mauka Subdivision or the 2,500-foot elevation above sea <br /> level elsewhere in the districts of North Kona and South Kona shall be re-classified to <br /> any zone district having a minimum lot size of less than 20 acres, subject to certain <br /> conditions. This will enhance the integrity and value of the region's watershed and <br /> native forest systems and maintain a low density pattern. The resolution recommends <br /> Agricultural-10 acres (A-10a) zoning for only those parcels within the Kaloko Mauka <br /> Subdivision above the 3,000 foot elevation with conditions. <br /> <br /> The subject property is located in the Kaloko Mauka Subdivision at the <br /> 3,080-foot elevation, along the north side of Hao Street at Kaloko, North Kona, <br /> Hawaii, TMK: 7-3-26: 5. <br /> <br /> The Change of Zone request from Agricultural-20 acres (A-20a) to <br /> Agricultural-10 acres (A-10a) zoned district will conform to the following goals, <br /> policies and standards of the General Plan Land Use and Agricultural Elements: <br /> <br /> * Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural and physical environments of the County. <br /> <br /> * Zoning request shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with <br /> adjacent zone uses, availability of public services and utilities, access, and <br /> public need. <br /> <br /> * The compatibility of agricultural and non-agricultural uses should be carefully <br /> reviewed and where appropriate, buffers required. <br /> <br /> * Rural-style residential-agricultural developments, such as new small-scale rural <br /> communities or extensions of existing rural communities, shall be encouraged in <br /> appropriate locations. <br /> <br /> * Protect and encourage the intensive utilization of the County's important <br /> agricultural lands. <br />
