Basque <br /> L- <br /> RE: Sewer Line Exemption <br /> TMK: 2-2-35:12 <br /> Anita, my mother, is 78 and the property owner. Her <br /> husband John, my father, died November 1980. Anita's <br /> only income is social security $702 per month. <br /> I am her care-giver. <br /> <br /> Two houses are on the property. The front house is her <br /> home. The rear home is a 600 square foot cottage; no <br /> one lives in it; it was a cottage for Anita's parents. <br /> When they died the cottage has remained empty. It has <br /> no kitchen; no hot water. On occasion when mainland <br /> family members visit, they stay at the cottage for a <br /> week or two, at the most. <br /> Repealing the sewer line exemption has serious consequences <br /> for Anita. It's obvious she is unable to finance the <br /> hook-up. In September 1991 James Glover estmated the hook- <br /> up cost at $32,575. Isemoto Contracting, who at that time <br /> was installing the main sewer line along Kalanikoa, <br /> offered a verbal estimate of approximately $31,000. Today, <br /> the cost would be higher. <br /> Even if Arita mortaged her property to pay the hook-up <br /> cost, she could not meet the monthly mortage payments. <br /> A further hardship is the County's notice to begin <br /> assessing her a sewer fee of $25 per month beginning <br /> September 1998. Now, she is stressed with financial <br /> worry as to where the $300 yearly fee will come from. <br /> <br /> She's abandoning hope that the property she has called <br /> home for over 50 vears and that she and dad struggled so <br /> long and worked so hard to call their own will be lost. <br /> She knows in her heart that if the County Council repeals <br /> the sewer line exemption the County will place a lien <br /> on the property and she will lose her home. That act will Q <br /> be the crushing blow; the end will quickly follow.
