4 <br />MonaHeights doc-5/15/08 <br />r <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />j BACKGROUND REPORT <br />KONA HEIGHTS, LLC <br />SPECIAL MANAGEMENT AREA USE PERMIT (SMA 07-000024) <br />STATE LAND USE BOUNDARY AMENDMENT (SLU 07-000018) <br />CHANGE OF ZONE APPLICATION (REZ 07-000075) <br />KONA HEIGHTS, LLC has submitted applications for the following: <br />• State Land Use Boundary Amendment for approximately 11.054 acres of land <br />from the Agricultural to the Urban district; <br />• Change of Zone for 11.054 acres of land from Agricultural 5 -acres (A -5a) to <br />Single -Family Residential 7,500 square feet (RS -7.5); <br />• Special Management Area Use Permit to allow the development of a 65 -lot <br />single-family residential subdivision and related improvements; <br />The property is located at the south end of Naniloa Street adjacent to the White Sands Beach <br />Estates and Keauhou View Estates Subdivisions, Pahoehoe 1St, Kapalaalaea 2"d, North Kona, <br />Hawaii, TMK: 7-7-8:121. <br />PROPOSED ACTION <br />1. Request: Special Management Area Use Permit, State Land Use Boundary Amendment <br />from Agricultural to Urban, Change of Zone from Agricultural 5 -acres (A -5a) to Single - <br />Family Residential 7,500 square feet (RS -7.5). <br />2. Proposed Development: 65 single-family residential lot subdivision and related <br />improvements. The anticipated product type is that of clustered single-family homes <br />with smaller scale lots approximately 4,500 square feet in size. These small lots will be <br />created through a Planned Unit Development under the proposed RS -7.5 zoning. <br />• All structures will be one to two stories in height. <br />• The applicant states that affordable housing requirements will be met with on lands <br />owned by the applicant mauka of the site (just mauka of the Kahului - Keauhou <br />Parkway alignment. <br />• Two archaeological sites and buffers will be preserved. <br />-1- <br />
