the property are zoned A -5a. The Kahului - Keauhou Parkway (formerly known as Alii <br />Highway) borders the property to the east (mauka). Vacant lands south of the project site <br />are zoned RS -7.5 and RM -3.5, and are owned by Kamehameha Investment Corporation <br />(KIC). <br />13. U.S.D.A. Soil Type: Punalu'u extremely rocky peat, which consists of thin organic soils <br />over pahoehoe lava bedrock. <br />14. Land Study Bureau's Productivity Rating: "E" or "Very Poor". <br />15. ALISH: Unclassified. <br />16. Flora/Fauna: Vegetation at the site is characterized by koa haole scrub land. A Survey <br />of Botanical, Avian and Terrestrial mammalian Species for the proposed Laipala Heights <br />Subdivision, North Kona District, Island of Hawaii prepared by Rana Productions in <br />2006 identified 36 plant species of which two were indigenous. No hoary bats were <br />detected during the field survey. The avian survey identified 224 birds of fourteen <br />different non-native species. There were no species of flora or fauna currently listed as <br />endangered, threatened or proposed for listing under either the State or Federal <br />endangered species programs. <br />17. Air Quality: According to the applicant, fugitive dust during construction can be <br />mitigated through appropriate methods, including watering of exposed soil areas and <br />limiting the area of soil disturbance. <br />18. FIRM: Zone "X", an area outside of the 500 -year flood plain. <br />19. Coastal Hazard: The property is located approximately 800 feet mauka of the shoreline, <br />is not an oceanfront parcel, and will not affect, or be affected by shoreline processes. <br />20. Recreational Resources: According to the applicant, the proposed development will not <br />reduce the size of the coastline or other areas used for public recreational uses. The <br />project proposes to fulfill park requirements with the provision of off-site amenities, <br />including a three -acre park mauka of the project site. <br />21. Scenic Resources: According to the applicant, there are partial ocean views from the <br />Kahului to Keauhou Parkway. Views from the White Sands Beach Estates and Keauhou <br />View Estates subdivisions to the north and Alii Heights to the northeast have relative <br />unobstructed views south across the site and the undeveloped KIC property to the south. <br />-3- <br />
