REQUEST: <br />A bill for an ordinance to amend the FY08-09 Operating Budget, Ordinance No. 08-78, and appropriate <br />Geothermal Relocation and Community Benefits Funds for a) Pahoa Council Office lease, b) 12 new street <br />lights in Puna Makai, c) Bus Driver contract(s) and purchase of two 33-passenger buses to service Council <br />District 5, U~d <br />d) Security Guard contract(s) for the Pahoa Community Center. Details noted on the attached sheet. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />Ordinance No. 08-37 renamed and redefined the Geothermal Relocation Revolving Fund Program to the <br />Geothermal Relocation and Community Benefits Fund Program. The Planning Department is authorized to <br />establish a program for the relocation of owner-occupants residing near the Puna Geothermal Venture's <br />plant and who want to be permanently relocated, and to fund expenditures for the benefit of Lower Puna; <br />including but not limited to, road improvements, water infrasturcture development, land acquisition, parks <br />and recreational facility needs, civil defense mass transit improvements. Under the revised County Code, as <br />amended by Ordinance No. 08-37, expenditures under this subsection shall be made in accordance with <br />appropriations adopted by the Hawaii County Council after receiving recommendations from the Planning <br />Director. <br />Through the efforts of Councilmember Emily Naeole and her staff, a number of items are being requested, <br />using the Geothermal Relocation and Community Benefits Fund, to benefit Lower Puna. <br /> <br />SIGNED: <br />Departme~ff Head <br />DATE: '7 ~'' ~B' <br />
