REQUEST: <br />To amend the FY08-09 Operating Budget, Ordinance No. 08-78, to increase Beverage Container Deposit <br />Program grant as follows: <br />085.3305.37 State Grants -Bev. Cont. Deposit Prgm -from $940,809 to $1,950,000 <br />085.601.5607.01 Bev. Cont. Deposit Prgm S&W -from $126,692 to $128,000 <br />085.601.5607.02 Bev. Cont. Deposit Prgm OCE -from $813,117 to $1,820,000 <br />085.601.5607.06 Bev. Cont. Deposit Prgm Equipment -from $1,000 to $2,000 <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The Solid Waste Division has a grant from the State Department of Health for the Beverage Container <br />Deposit Program. The Department of Health is increasing the amount of funds they will be providing for <br />FY08-09 by $1,009,191, bringing the total to $1,950,000. This increase includes $750,000 toward a <br />Recycling/H15 Education Center that would be located near the reload facility and will replace the current <br />Certified Redemption Center at the Hilo Transfer Station. The education center will include displays to show <br />how deposit beverage container materials are processed after redemption, how it saves natural resources <br />and how other products can be made from the materials. The increase also includes $100,000 for temporary <br />shelters for other Certified Redemption Centers and $50,000 for a Pilot Curbside Study.
