Legal effect of establishment of building lines, future width <br /> lines, and plan lines. <br /> (a) Whenever a building line is established along any street on the zoning <br /> map, the minimum front yard for any affected property shall be equal to <br /> the distance between the street and the established building line. <br /> (b) Whenever a future width line is established on the zoning map, the future <br /> width line shall be considered to be the front property line of the affected <br /> property. The area between the future width line and the street (if <br /> outside the right-of-way) shall be deemed to be the street right-of-way, <br /> and cannot be considered in computing the minimum yard required on <br /> any building site. <br /> (c) Whenever plan lines for a future street have been established on the <br /> zoning map, the plan lines shall be considered to be the front property <br /> line, and the area between the plan lines shall be deemed to be street <br /> <br /> right-of-way. The minimum required yards of any building site shall be <br /> computed excluding any area within plan lines for future streets <br /> established on the zoning map." <br /> <br /> 16. City of Hilo Zone Map: The City of Hilo Zone Map was also adopted to reflect <br /> roadway networks and circulation systems. As previously noted, the City of Hilo Zone <br /> <br /> Map delineates Komohana Street as an 80-foot right-of-way secondary arterial which <br /> extends in a northerly direction from its intersection at Waianuenue Avenue to and onto <br /> <br /> a portion of land on the Hamakua side of Wailuku Drive and in a southerly direction <br /> from its intersection at Ainaola Street to Stainback Highway. The City of Hilo Zone <br /> <br /> Map also reflects the proposed 80-foot right-of-way secondary arterials for Akolea <br /> Road, Ainako Street and Kilauea Avenue. (See Exhibit E) <br /> <br /> 17. Special Management Area (SMA): The subject area is not situated within the Special <br /> <br /> Management Area (SMA) of the County of Hawaii. <br /> DESCR uTION OF THE PROPERTY AND SURROUNDING AREA <br /> <br /> 18. Piihonua House Lots Subdivision: The Piihonua House Lots Subdivision 3rd Series <br /> Extension has been in existence since the early 1930's with average lot sizes ranging <br /> <br /> from 12,000:. to 14,700± square feet. The subdivision is bounded by Waianuenue <br /> Avenue to the south, Hale Street to the east, Wailuku Drive ("paper" road) to the north <br /> <br /> and Punawai Street to the west. Kahema Street, an existing 50-foot road right-of-way, <br /> bisects the subdivision, running parallel to Waianuenue Avenue. An existing 40-foot <br /> <br /> -6- <br />
