<br /> C . <br /> <br /> <br /> <br /> <br /> The soils consist of well-drained, thin organic soils overlying pahoehoe lava bedrock. <br /> <br /> In a representative profile, the surface layer is very dark brown muck about 8 inches <br /> thick. The soils above the lava is rapidly permeable. The pahoehoe lava is very slowly <br /> <br /> permeable, but water moves rapidly through the cracks. Runoff is medium and the <br /> erosion hazard is slight. A portion of the land on the Hamakua side is classified as Hilo <br /> <br /> Series (HoC) silty clay loam, 0 to 10 percent slopes. In representative profile, the <br /> surface layer is dark-brown silty clay loam about 12 inches thick. The subsoil is about <br /> <br /> 48 inches thick and consists of dark-brown, dark reddish-brown and very dark grayish- <br /> <br /> brown silty clay loam. Permeability is rapid, runoff is slow and the erosion hazard is <br /> slight. The Wailuku River/Gulch area is classified as Rough Broken (RB) land which is <br /> <br /> a miscellaneous land type that consists of very steep, precipitous land broken by many <br /> intermittent drainage channels. It occurs primarily in gulches and the slope is <br /> <br /> dominantly 35 to 70 percent. <br /> 23. FIRM Map: The Flood Insurance Rate Map classifies a major portion of the affected <br /> <br /> properties, including the lands on the Hamakua side of Wailuku River, as Zone X, <br /> areas determined to be outside 500-year flood plain. Portions of the individual lots on <br /> <br /> the north side of Kahema Street, the State-owned lands, a portion of Parcel 2 and a <br /> portion of the lands on the Hamakua side of Wailuku River are classified as Zone A, <br /> <br /> Special Flood Hazard Areas inundated by 100-year flood with no base flood elevation <br /> determined. <br /> <br /> 24. Surrounding Land Use/Zoning: Adjacent lands are primarily in single family <br /> <br /> residences and similar zoned RS-7.5. Lands are also classified Urban by the State Land <br /> Use Commission and within the Medium Density Urban Development area as <br /> <br /> designated by the General Plan LUPAG Map. The County's Water Reservoir site and <br /> the existing Piihonua Park and Carvalho Gym complex are located to the west of the <br /> <br /> Piihonua House Lot Subdivision and approximately 800-900 feet from the intersection <br /> of Komohana Street and Waianuenue Avenue. This area is zoned Open. The Hilo <br /> <br /> High School and Hilo Intermediate School complexes are situated approximately 900 <br /> feet to the east from the Komohana Street and Waianuemue Avenue intersection and the <br /> <br /> -8- <br />
