Certain violent <br /> <br /> crimes, including murder and felonies committed with firearms, <br /> <br /> are specified, with reference to 18 U. S. C. § 36; <br /> (24) law enforcement and prevention programs that target gangs or <br /> <br /> youth who are involved with or are at risk of involvement in <br /> <br /> gangs; <br /> <br /> (25) programs to develop or improve forensic laboratory <br /> capabilities to analyze DNA for identification purposes; and <br /> <br /> (26) programs to assist states in the litigation processing of <br /> <br /> death penalty federal habeas corpus petitions. <br /> <br /> <br /> WHEREAS, the Governor has designated Agency to serve as <br /> <br /> Hawaii's office for administering the federal financial assistance <br /> <br /> available under the Act; <br /> <br /> <br /> WHEREAS, Grantee, as an agency of the County <br /> <br /> of Hawaii is qualified to receive <br /> funds available to Hawaii under the Act and its implementing <br /> <br /> regulations (28 C.F.R.
