<br /> <br /> <br /> <br /> <br /> <br /> funds, and is satisfied that all of the requirements of the Act and <br /> its implementing regulations have been satisfied and that Grantee <br /> <br /> is capable of using the federal funds requested appropriately; <br /> <br /> <br /> <br /> WHEREAS, Grantee has demonstrated the capacity to provide <br /> the services, programs and activities described herein and is <br /> <br /> ready, willing and able to provide the required services, programs <br /> <br /> and activities; <br /> <br /> <br /> NOW THEREFORE, Agency and Grantee for and in <br /> <br /> consideration of the covenants, conditions, agreements, and <br /> <br /> stipulations hereinafter expressed, do mutually agree as follows: <br /> <br /> <br /> A. SCOPE OF SERVICES. <br /> <br /> Grantee shall, in a proper and satisfactory manner, <br /> <br /> as determined by Agency, and in accordance with the terms and <br /> conditions of this Contract, use the funds received under this <br /> <br /> Contract for the purposes stated herein and in accordance with the <br /> <br /> "Application For Grant" (Parts I through IV including all <br /> certifications required under Section C) attached hereto as Exhibit <br /> <br /> "A" and by reference incorporated herein. It is understood that <br /> <br /> this contract includes as a part hereof any rules, relevant <br /> <br /> directives or instructions issued by the United States or the <br /> Agency, including the provisions of the federal office of <br /> <br /> Management and Budget circulars and the effective edition of the <br /> <br /> office of Justice Programs' financial manual entitled "Financial <br /> <br /> 6 <br />
