REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND PARKS
DATE: August 5, 1997 RE: COMM. NO. 393/BILL NO. 114,
PLACE: Councilroom
TIME: 9:11 a. m.
Chairperson and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Parks, to which was referred Communication No. 393
and attached Bill No. 114, reports as follows:
The purpose of Bill No. 114 is to establish speed limits of 20 miles per hour along
Haa Street, Haa Place, and Kaiewe Place within the Keaau Mutual Self-Help Subdivision.
Bill No. 1 14 would amend chapter 24, article 10, division 1, section 24-254, schedule 2
(20 mile per hour limit), subsection (g) Puna, by adding the following items to be appropriately
numbered:
Haa Street.
~ H P
f,~ Kaiewe Place.'
Communication No. 393 is a letter from Chief Engineer Donna Fay K Kiyosaki, dated
July 8, 1997, which transmits Bill No. 114 to the Council for its consideration. The
Communication notes that the Department of Public Works received a request from a resident of
the Keaau Mutual Self-Help Subdivision to reduce the speed limit from 25 mph to 20 mph
within the subdivision. It further states that after conducting a speed study, the Department
found speeds of 20 mph to be appropriate speed limits for these roads.
Your Committee amended Bill No. 1 14 by substituting Bill No. 1 14, Drafr 2. Draft 2 amended
the spelling of Haa Street and Haa Place to conform with the spelling adopted by the Council in
Resolution No. 109-97. (See Communication No. 393.01.) No testimony in opposition to this
bill was offered.
Your Committee is in accord with the purpose and intent of Bill No. 114, Draft 2 and
recommends that it pass first reading.
lc
AYES NOES A&E EX Respectfully submitted

YAGONG X COM1vIITTEE ON PUBLIC WORKS & PARKS

REYNOLDS X
CHUNG X
~ w~~.r--
LEITIIEAD-TODD X DOMINIC YAC'rON I(A`dR1V1AN
RAY X I/
SANTANGELO X PW&PC REPO1`iT l'QO. s a
SMITH X
ARAKAKI L.O.A4 X ADOPTED:_ 4 ~ 1997
