Your Committee voted to recommend that the Hawaii State <br /> Association of Counties (HSAC) Executive Committee be requested to include <br /> such proposed legislation in its proposed 1999 HSAC Legislative Package. <br /> Your Committee requested that the background information on Oregon's <br /> experience with vote-by-mail elections be provided to the HSAC Executive <br /> Committee. <br /> <br /> Your Committee of the Whole RECOMMENDS the following: <br /> <br /> 1. That the Hawaii State Association of Counties (HSAC) Executive <br /> Committee be REQUESTED to include in the proposed 1999 <br /> HSAC Legislative Package a bill to authorize the respective county <br /> clerks to implement vote-by-mail elections for county elections; <br /> <br /> 2. That a copy of this committee report and of the State of Oregon's <br /> "Report of the Vote-by-Mail Commission: Executive Summary" be <br /> TRANSMITTED to the Hawaii State Association of Counties <br /> Executive Committee; and <br /> <br /> 3.
