'1. { REPORT OF THE COMMITTEE ON PUBLIC WORKS AND PARKS DATE: March 5, 1998 RE: COMM. NO. 650 /RESOLUTION NO. 206 PLACE: Councilroom T[ME: 9:00 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 650, and attached Resolution No. 206, reports as follows: The purpose of Resolution No. 206, is to authorize the County of Hawaii, pursuant to Section 21-26 of the Hawaii County Code, to extend the public sewer at Lunapule Road, located at Waiaha, District of North Kona, County and State of Hawaii. Communication No. 650 is a letter from Donna Fay K. Kiyosaki, Chief Engineer of the Department of Public Works, dated December 19, 1997, stating that there is a surplus of SRF loan funds available from the Alii Drive Sewer projects. The Department would like to utilize these funds to further extend the Lunapule Road project. Your Committee first discussed Resolution No. 206 on January 6, 1998, at which time the measure was deferred in order to further address the matter at a community meeting, which will be coordinated by Council Member Curtis Tyler. Communication No. 650.01 is a letter from the Chief Engineer, dated February 3, 1998, requesting that Comm. No. 650 (Res. 206 & 207), be reagendized for consideration. Ms. Kiyosaki states that the community meeting was held on January 27, 1998 at Kahakai School, and was well represented by the public. Your Committee teamed that Council Member Curtis Tyler did a telephone survey of lot owners with the result being an even split of 27% in favor of, and 27% was against the sewer extension.
