REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: September 15, 1998 RE: COMM. NO. 96$ I BILL NO. 287 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 968, and <br /> attached Bill No. 287, reports as follows: <br /> The purpose of Bill No. 287 is to amend Chapter 22, Hawaii County Code 1983, to the prohibit the use of <br /> coasters, roller skates, roller blades, skateboards, and similar devices in the downtown Hilo commercial area. <br /> Communication No. 968 is from Council Member Bobby Jean Leithead-Todd, dated September 2, 1998, <br /> transmitting Bill No. 287 for the Council's review and consideration. This bill has been prepared at the <br /> request of the Community Police Program and the Hilo Main Street Program. These programs in <br /> conjunction with staff from the Legislative Auditor's Office, and representatives from the Prosecuting <br /> Attorney's Office and the Corporation Counsel's Office, participated in the drafting of this bill. <br /> Discussion on this measure at today's meeting expressed concerns that young adults who utilize roller <br /> skates, blades, etc., for transportation purposes in the downtown area, may be penalized by the <br /> prohibition.
