REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: January 21, 1997 RE: COMM. NO. 87.02/ <br /> PLACE: Councilroom RESO. NO. 31 <br /> TIME: 9:07 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 87.02 <br /> and attached Resolution No. 31, reports as follows: <br /> The purpose of Resolution No. 31 is to fulfill the requirements of section 3 of Ordinance <br /> No. 96-51, with respect to Phase II of the Waiakea Houselots Sewer Extension, by approving <br /> <br /> this sewer extension by resolution. <br /> Communication No. 87.02 is a letter dated Januazy 21, 1997, from Donna Fay K. Kiyosaki, <br /> Chief Engineer, which transmits Resolution No. 30, relating to Phase II of the Paukaa <br /> Community Collector Sewer System, and Resolution No. 31, relating to Phase II of the Waiakea <br /> <br /> Houselots Collector Sewer System, to the Council for its consideration. <br /> Mr. Peter Boucher, Wastewater Division Chief, and Mr. Jiro Sumada, Deputy Chief Engineer, <br /> testified in support of Resolution No. 3 I and provided Your Committee with additional <br /> background information about the Waiakea Houselots Sewer project in Communication <br /> No. 87.07. <br /> Chairperson Yagong raised concerns about the hook-up costs that would be imposed upon <br /> residents. Council Member Ray suggested that the question as to whether these sewer line <br /> improvements are worthwhile is separate from the hook-up cost issue. Consequently, he <br /> suggested since there appears to be agreement that sewer line improvements are worthwhile and <br /> necessary, Your Committee should move ahead and approve the extension. Ample time exists to <br /> address the hook-up charges before they will be imposed upon the communities affected by <br /> these resolutions. <br /> Council Member Santangelo inquired whether the Council has a choice as to whether these <br /> sewer extension projects move forward or not. Mr. Boucher testified that in his opinion, because <br /> the County has already committed itself to construct these projects, the answer is no. <br /> <br />
