Public Works and Parks Committee Report <br /> Communication No. 121.]0/Resolution No. 77 <br /> Page Two <br /> Council Member Dominic Yagong raised concerns about the total number of homes that have <br /> been connected to the Papaikou Wastewater Treatment System, questioning the actual number of <br /> homes connected and the reasons why some homes have not connected to the System. He <br /> also expressed concerns about expending further funds to connect the homes in Kaapoko and <br /> questioned the County's implementation of its sewer loan program. <br /> Council Member Bobby Jean Leithead-Todd expressed concern about the potential financial <br /> consequences of not proceeding with the Kaapoko sewer extension project. Council Member <br /> Leithead-Todd cited as possibilities, the County being required to return the project's federal <br /> grant money, County exposure to financial liability for failing to perform on the EPA grant, and <br /> the loss of grant funds which are presently available to construct this proposed extension. <br /> During its review of this matter, Your Committee also considered Communication No. 121.1 1, a <br /> letter dated May 1, 1997 which is addressed to Donna Fay Kiyosaki from Francis J. Blanco of <br /> the U.S. Department of Agriculture.
