REQUEST: <br /> Request to amend Ordinance 09 -65, Capital Improvement Budget, to include an appropriation for the <br /> following project: <br /> Honoka'a Large Capacity Cesspool Replacement — $250,000 from State funding <br /> • <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Honoka'a Large Capacity Cesspool Replacement project involves the design and installation of new <br /> sewer mains and a new Wastewater Treatment Plant as a wastewater collection and treatment/disposal <br /> solution to the replacement of large capacity cesspools. Owners of large capacity cesspools are being <br /> required to close such cesspools in order to meet Environmental Protection Agency requirements to <br /> eliminate large capacity cesspools. The State of Hawaii is also required by the U.S. EPA to close its LCC <br /> serving State facilities in the vicinity of the Honokaa Civic Center and will be needing a wastewater collection <br /> and treatment/disposal solution. The State of Hawai'i Department of Accounting and General Services is <br /> willing to enter into a Memorandum of Understanding with the County and to contribute $250,000 to pay for <br /> sewer design and construction work related to constructing a sewage pump station and force main to <br /> connect the Honokaa Civic Center to the County sewer system, to serve the County Baseyard, Fire and <br /> Police stations, and the State office buildings, Public Library, District Courthouse and Department of Health <br /> Vector Control Buildings. <br /> A Project Data /Financial Impact Statement is attached. <br /> We respectfully request that this bill be waived from the Council's Finance Committee to help expedite this <br /> project in order to comply with EPA mandates requiring closure of these LCC's by September 1, 2010. <br /> SIGNED: 2/ DATE: 2 <br /> separtment Head <br /> O: \010209 \Fors \B- 52 \B -52 - Request for Council Action - Ord Honokaa LCC Replacement 020410.doc <br />
