(h) Provide for the coordination of all meetings, functions, and legislative and <br /> administrative activities of the Council, and assure that they are honestly, <br /> efficiently and lawfully conducted. <br /> (i) Make known all rules of order when so requested and decide all questions of <br /> order and procedure, subject to appeal to the Council. <br /> (j) Serve as the chief spokesman and representative of the Council for matters <br /> before the public, the state and the federal governments, and the County <br /> administration in accordance with the official position of the Council. <br /> (k) Assist the Chairpersons and members of the Committees and ad hoc <br /> committees by assuring the availability of adequate administrative and staff <br /> support. <br /> (I) Authorize (approve or deny) all travel requests of Council Members and staff <br /> as provided in the Section 13 -17, Hawaii County Charter, and Article 16, <br /> Section 2 -94(a) and (b), Hawai'i County Code. <br /> (m) Recommend a calendar of events to include Council meetings, Committee <br /> meetings, agenda deadlines, recesses, special meetings, holidays, etc. <br /> 6 <br />
