RULE NO. 7 <br /> AD HOC COMMITTEES <br /> 1. Establishment. The Chairperson of the Council or a standing committee, in <br /> accordance with these rules and the law, may establish an ad hoc committee as needed for the <br /> purpose of investigating a matter relating to the official business of the Council or standing <br /> committee, or to present, discuss, or negotiate any position which the Council or standing <br /> committee has adopted. <br /> 2. Membership. The Chairperson of the Council or standing committee shall assign at <br /> least two (2) members, but no more than would constitute a quorum of the Council or standing <br /> committee, as members of an ad hoc committee. <br /> 3. Scope. The scope of investigation and each member's authority must be defined at <br /> a meeting of the Council or standing committee when the ad hoc committee is established. <br /> 4. Findings and Recommendations. All findings and reports of the ad hoc committee <br /> shall be presented to the Council or standing committee that formed the ad hoc committee during <br /> a duly noticed meeting. <br /> 5. Deliberation and Decision - Making Prohibited. Deliberation and decision - making on a <br /> matter investigated, if any, must occur only at a duly noticed meeting of the Council or standing <br /> committee held subsequent to the meeting at which the findings and recommendations of the <br /> investigation were presented to the board. <br /> 6. Other. In all other matters, the ad hoc committee shall conduct its business in <br /> accordance with these rules and the law. <br /> 11 <br />
