REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND
INTERGOVERNMENTAL RELATIONS

DATE: July 1, 2008 Re: Comm. No. 1287/Bill 315
PLACE: Council Chambers
Ben Franklin Bldg, 2°d Floor
Hilo, Hawaii 96720
TIME: 10:00 a.m.

Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720

Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 1287, regarding Bill 315, reports as follows:

Bill 315, transmitted by Director of Public Works, Bruce McClure, via Communication
No. 1287, dated June 5, 2008 amends Chapter 24, article 10, division 3, section 24-275, schedule
23 (Bus stop locations), paragraph (c) (South Hilo), of the Hawaii County Code 1983 (2005
Editions, as amended), is amended by repealing and deleting subparagraph (5), as follows, with
the remaining clauses to be appropriately numbered:

The intent of this amendment is based on the changing traffic/parking needs of Downtown Hilo.
The opinion of Tom Brown, Administrator of the Mass Transit Agency is that this bus stop is not
needed and deleting it for the purpose of adding additional two-hour parking in its place would
be okay.

There was no testimony from the public on this proposed bill.

Traffic Division Chief Ron Thiel appeared before your committee and provided a diagram
referring to the area affected by the proposed bill. He also reiterated that the bus stop location in
this traffic code amendment will be used to increase parking in Downtown Hilo.

Committee Chair Brenda Ford, commented and supports DPW (Department of Public Works)
efforts and their work to increase the availability of parking spaces in Hawaii County.

PWIRC RPT NO. 84
