In urban area identified <br />to be appropriate locations for future growth, more attention will be given to <br />urban quality of life. <br />2. Rural Area. The large amount of community input stressed that outside of the <br />Urban Area, the rural character should prevail. This means that limited future <br />growth should be directed to the existing rural towns and villages in a way that <br />revitalizes and enhances the existing rural charm of these places. Outside of these <br />towns and villages, the protection of important agricultural land is a priority <br />objective. Any development outside of the rural towns and villages should be <br />directed to suitable areas that are not important for agriculture, in clustered <br />patterns that will optimize the preservation of rural open space. <br />3. The Kona CDP establishes a pro -active Design Review Program. The purpose <br />is to foster a spirit of excellence, creativity and collaboration among the <br />applicants, community, and County to meet the Kona CDP goals, objectives and <br />policies. The County Planning Department shall establish a Design Center to <br />accomplish the following objectives: <br />• To be a catalyst for creative excellence and innovation; <br />• To foster public-private partnerships; <br />• To promote coordination and collaboration among the community, <br />government agencies, applicants, landowners, professionals; <br />• To provide education on best design practices to applicants, government <br />staff, community members, educators and students. <br />The land use plan integrates transportation planning and land use by proposing that future <br />development along the Mid -Level Road take place in the form of "Transit -Oriented <br />Development" or "TOD." The Mid -Level Road, also known as the Ane Keohokalole <br />Highway, is a planned arterial road that would run from the current end of Henry Street, <br />where it intersects with Palani Road, northward below the Kealakehe High School, <br />intersect with Kealakehe Parkway near the future County Civic Center, then cross Hina <br />Lani Street, then cross Kaiminani Drive makai of the Kona Palisades subdivision, and <br />end at the "Palamanui project." See Fig. 4-2a, the Transportation Map, and Fig. 4-7, the <br />land use map. Most of this area is currently vacant. Development along this corridor <br />-7- <br />
