Effective governance. <br />KEY STRATEGIES FOR IMPLEMENTATION <br />The Kona CDP is action -oriented. It identifies a combination of Regulatory <br />Actions, Policies, and Programs specific to North and South Kona intended to direct <br />future decisions related to Land Use, Transportation, Environmental and Cultural <br />Resources, Housing, Economy, Energy, Public Facilities, Infrastructure and Services. In <br />addition, the Kona CDP does not merely look to government to implement actions, but <br />also stresses the development of public-private partnerships and community-based <br />implementation activities that will be needed to accomplish many kinds of goals. <br />The following is a brief outline of Key Policies that have been woven into the <br />completed Kona CDP. <br />LAND USE <br />The community made it clear that it is time to provide some direction to what has <br />been viewed as "sprawl" development. <br />1. Urban Area. Most of the future growth in Kona will be directed to an Urban <br />Area defined in the Official Kona Land Use Map. Within this Urban Area, growth <br />would be designed as compact villages located along proposed transit routes or to <br />in <br />
