ENERGY <br />The Kona CDP recognizes that to be the most effective, most energy policies need <br />to apply equally to the entire county, and should not be limited to a particular community <br />plan. The overall strategies for the energy policies in this section, therefore, are intended <br />to inspire individuals as well as private and public organizations to embrace these broader <br />initiatives. There are also certain policies that are highlighted as unique to the conditions <br />of Kona. <br />IMPLEMENTATION COMMITTEE <br />Empowerment at the community level increases local access to, and interest in, <br />decision making, thereby stimulating civic engagement. Broader civic engagement <br />increases the overall knowledge and skill capacity of the community and this expanded <br />capacity provides the input and energy that will be needed to enable the plan to evolve <br />and adapt to the changing community needs. <br />In order to make the adopted Kona CDP a truly "living" Plan, a structure is <br />established serving to institutionalize a community-based process for ongoing <br />implementation. This means several things: <br />• There is a community-based implementation entity composed of representatives <br />from the KCDP planning area; <br />• This entity provides recommendations and is kept apprised of local land use <br />issues among other duties; and <br />• This entity is the steward of the CDP, the "keeper of the flame," in terms of <br />monitoring the implementation of the plan. <br />The Plan has a "recommended" implementation structure. Currently, the County Council <br />is reviewing a bill which would establish an Action Committee within each CDP area to <br />work on the CDP implementation, so that there is a common framework rather than each <br />CDP having a different type of committee. <br />IMPLEMENTATION MATRIX <br />The Implementation Matrix provides a summary of the actions identified throughout the <br />Plan needed to implement the Kona CDP Policies, organized under Projects, Programs, <br />-12- <br />
