Create a Funding Source and Housing Advocate. <br />• Establish a Kona Housing Non -Profit Corporation and Trust Fund. <br />PUBLIC FACILITIES, INFRASTRUCTURE AND SERVICES <br />Acknowledging the limited government resources for which Kona competes with <br />other districts, the policies in this section set forth the expectations and priorities of the <br />Kona community to enable the community and government to optimize the type, timing, <br />location, financing, quality, and maintenance of public infrastructure, facilities, and <br />services. Although sensitive to jurisdiction, the policies and actions attempt to set a <br />framework to integrate the various providers—whether County, State, Federal, quasi - <br />public (e.g., HELCO), or private (e.g., private hospitals or schools). <br />ECONOMY <br />Economic vulnerability increases with excessive dependence on imports and lack <br />of diversity (e.g., susceptible to recessions that reduce visitor travel). Therefore, the <br />overall strategy for Kona's economic development is to support Kona's current strengths <br />in agriculture and tourism, and to diversify with new opportunities that reduce <br />dependence on imports, complement other objectives such as recycling and alternative <br />energy, and provide job opportunities that raise the skill levels of the workforce. <br />-11- <br />
