COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. ~2~ ~8 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE, <br />STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR THE UNDERAGE <br />DRINKING PREVENTION INITIATIVES GRANT <br />WHEREAS, the State of Hawaii Department of Defense's Counterdrug Support Program has <br />awarded a grant to the Department of Liquor Control for its Underage Drinking Prevention Initiatives <br />Program; and <br />WHEREAS, these funds are derived from the Federal's Temporary Assistance for Needy <br />Families (TANF) program and is passed through the State of Hawaii Department of Health and <br />Human Services and the Coalition for aDrug-Free Hawaii; and <br />WHEREAS, the Department of Liquor Control is well aware that consumption of intoxicating <br />liquors by youths can lead to at-risk behaviors; and <br />WHEREAS, the funds will be used to conduct the following services: <br />1) To conduct a Drug, Alcohol, and Tobacco (DAT) Awareness Training program on the effects <br />of intoxicating liquors as it impacts at-risk behaviors and to impart this information through <br />the development of student/parent informational brochure for distribution during DAT <br />presentations at our elementary schools as well as for general distribution; <br />2) To collaborate with Hawaii Community College Visual Arts Program to develop a prevention <br />of underage drinking media program for placement and viewing at various public <br />information venues throughout the college; <br />3) To conduct merchant education and compliance checks at retail outlets with primary focus <br />on licenses located near school campuses to ensure that licensees are conducting valid ID <br />checks and are not selling liquor to minors; and <br />WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain <br />the consent of the council to enter into agreements with the federal or state governments respecting <br />action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any <br />funds or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />
