REQUEST: To amend Ordinance 08-79, as amended, the Capital Improvement Projects budget, to create a new appropriation entitled "Kahuku Community and Senior Center" in the amount of $250,000.00. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The intent of the project is to provide funding for planning and design of a new community/senior center at Kahuku Park to provide a facility that will provide a permanent home for Department of Parks and Recreation programs for youths and seniors and the necessary support staff. The facility will also provide a safe venue for holding community functions, public meetings, gatherings and parties. The center will provide office spaces for department staff, a kitchen area, a large hall type room, public restrooms and necessary infrastructure (utilities, parking, landscaping, etc.). Existing appropriation 110.599.5598.65.115 entitled "Kahuku Community and Senior Center" in the amount of $250,000.00 was originally envisioned to be combined with previously existing appropriation 110.599.5598.60.115 entitled "HOVE Senior Center Facility" in the amounty of $150,000.00 to execute a planning and design contract for the project that was estimated to cost nearly $400,000.00. Appropriation 110.599.5598.60.115 (Ordinance 05-87) lapsed June 30, 2008 and is no longer available for use. This amendment proposes to create a new appropriation in the amount of $250,000.00 resulting in combined funding of $500,000.00 for the project, which is $100,000.00 more than the original two appropriations combined. The increase is in anticipation of additional design and planning work that would be necessary if discussions between the Department of Parks and Recreation and the Department of Water Supply to allow connection to the newly planned well (on an adjacent site) as a source of water for the park and this facility/park is successful. There is also some contingency room necessary in the appropriation to deal with additional work due to unforseeable circumstances in the project's development. There is currently $400,000.00 earmarked in the recent Bond Ordinance (08-106) for this project that is awaiting allotment in order for this project to commence.
