CARVALHO, POLICE CHIEF <br /> <br /> SUBJECT: INQUIRY REQUEST; GRANT AGREEMENT 96-DB-13 <br /> <br /> Responses to your memorandum of August 27, 1998, regarding our <br /> Department's marijuana eradication program during FY 97-98 are <br /> listed in the order of your inquiries: <br /> <br /> 1. Yes, several marijuana eradication missions <br /> (Counter- Cannabis Field Operations (CCFO)] were <br /> conducted during FY 97-98, utilizing grant funds <br /> under Grant Agreement 96-DB-13 (Statewide <br /> Marijuana Eradication Task Force project) and the <br /> Domestic Cannabis Eradication/ Suppression Program <br /> (DCE/SP) received from the Drug Enforcement <br /> Administration. <br /> 2. Forty (40) CCFO missions were conducted during FY <br /> 97-98 to locate and eradicate marijuana plants and <br /> to obtain probable cause to further criminal and <br /> civil action against those responsible for <br /> commercial promotion of marijuana and related <br /> violations without utilizing chemicals, <br /> defoliants, or aerial spray. <br /> officers assigned to these operations require <br /> specialized technical training. To maintain a <br /> sufficient number of personnel for these <br /> operations, the Statewide Task Force concept <br /> promotes, and we receive/ reciprocate, manpower <br /> assistance from various State, Federal and County <br /> law enforcement agencies throughout the State. <br /> Thus far Hawaii County officers have assisted the <br />
