<br /> <br /> <br /> <br /> <br /> <br /> <br /> Ms. Connie Kiriu <br /> Page 2 <br /> November 5, 1998 <br /> <br /> Honolulu, Maui and Kauai Police Departments, and <br /> the Department of Land and Natural Resources <br /> (DLNR) CCFO operations. <br /> A general summary of the tasks and assignments to <br /> agencies and personnel during our CCFO missions <br /> include: <br /> <br /> 1. Aerial reconnaissance observers: <br /> a. Hawaii Army National Guard (HANG) and the Drug <br /> Enforcement Administration (DEA) provide <br /> helicopters and pilots for surveillance and <br /> reconnaissance; <br /> <br /> b. Police officer(s) assigned as observer(s) <br /> aboard each aircraft; <br /> C. The function for an observer's aircraft is: <br /> <br /> 1) To search for and locate cultivated marijuana <br /> plants and to direct an aircraft equipped to <br /> deploy personnel into the location. The method <br /> of deployment may be by "stabo" or rappel <br /> technique, the safest available method; <br /> 2) To direct those personnel on the ground to <br /> cultivated marijuana growth; <br /> <br /> 3) Maintaining security for the safety of ground <br /> personnel through aerial reconnaissance, <br /> especially in dense vegetation; <br /> 4) Direct "ground teams" (officers utilizing <br /> ground vehicles) to drive to the directed <br /> location and walk to eradicate marijuana <br /> plants. This method is utilized in specific <br /> areas or when personnel who are not rappel <br /> trained are assisting; <br /> 5) To search for, locate and obtain probable cause <br /> to further criminal and civil investigations <br /> against those responsible. Follow-up and <br /> conduct aerial surveillance based on public <br /> information and complaints; <br />
