Private aircraft, contracted services for a <br /> helicopter and pilot; <br /> b. Trained police personnel are assigned as the rappel <br /> master(s)/observer(s) aboard the aircraft used for: <br /> <br /> 1) Rappelling and "stabo" (inserting and xtracting <br /> personnel from the field and marijuana plants <br /> out) operations; <br /> 2) Transport of plant material from the field to <br /> recovery vehicles; <br /> <br /> 3) Occasional use to obtain probable cause for <br /> search warrants or to confirm information of <br /> marijuana cultivators received by police. <br /> The following is a list of operations, dates, locations, and <br /> statistics of the aforementioned marijuana eradication program: <br /> <br /> 07-29/31-97: Eradicated 31,911 marijuana plants, <br /> seedlings to 10 feet, from the following areas: <br /> Maulua Gulch, Laupahoehoe, Pepeekeo, Hawaiian Acres, <br /> Kapoho, Waawaa, Leilani, Fern Forest, and Volcano in <br /> the Districts of Puna, North Hilo, and South Hilo. <br /> Participating agencies: Kauai Police Department <br /> (KPD), Maui Police Department (MPD), Hawaii Volcanoes <br /> National Park (HVNP), HANG, DLNR, and DEA. <br /> 08-05/07-97: Eradicated 11,218 marijuana plants, <br /> seedlings to 8 feet, from the following areas: <br /> Hawaiian Ocean View Estates in the District of Ka'u. <br /> Participating agencies: HANG and DEA. <br /> 08-11/14-97: Eradicated 53,840 marijuana plants, <br /> seedlings to 14 feet, from the following areas: <br /> Laupahoehoe, Maulua Gulch, New Stable, Hawaiian Acres, <br /> orchidland, Fern Forest, Glenwood, Opihikao, Kalapana, <br /> Pepeekeo, Hakalau, Piihonua, Waiakea Uka, Volcano, <br /> Pahoa, Hawaiian Paradise Park, and Mountain view in <br /> the Districts of Puna, North Hilo, South Hilo, and <br /> Hamakua. Participating agencies: Honolulu Police <br /> Department (HPD), MPD, KPD, HVNP, HANG, DLNR, and DEA. <br /> 09-03/05-97: Eradicated 6,557 marijuana plants, <br /> seedlings to 9 feet, from the following areas: South <br /> Kona area. Participating agencies: HANG and DEA. <br />
