Arakaki, Chairman <br /> and Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> <br /> Dear Chairman Arakaki and Members: <br /> <br /> Change of Zone Application (REZ 98-12) <br /> Request: A-5a to CG-20 <br /> Applicant: Hawaiian Development Corporation <br /> Tax Man Key: 7-5-3:6 and 7 <br /> <br /> The Planning Commission, after a duly held public hearing on September 18, 1998, voted to <br /> recommend for your approval the proposed legislative bill to change the district classification <br /> for approximately 17.060 acres of land from Agricultural (A-5a) to General Commercial <br /> (CG-20). The property is located adjacent to and on the east side of the Crossroads project, <br /> approximately 180 feet east of Henry Street, Lanihau 2nd and Moeauoa 2nd, North Kona, <br /> Hawaii. <br /> <br /> The Commission concurs with the following Planning Director's reasons for recommending <br /> favorable consideration of the change of zone: <br /> <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is <br /> only through such a comprehensive policy analysis approach that evaluations and <br /> decisions can be made to better time and stage developments to achieve growth <br /> determined by the General Plan and related planning documents. The implications of <br /> these evaluations and decisions must be also considered as they may have an impact on <br /> similar areas in the County, but ultimately, on the future development of the whole <br /> island. <br />
