Arakaki, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> <br /> <br /> The proposed change of zone request would further the County's goals of <br /> providing an economic environment which allows new or existing businesses to expand <br /> and diversify the County's economic base, and thereby also increase the choice of <br /> occupations. <br /> <br /> The proposed request would be consistent with the following goals and policies <br /> of the General Plan Economic Element. <br /> <br /> Economic Element <br /> <br /> * Provide residents with opportunities to improve their quality of life. <br /> <br /> * Economic development and improvement shall be in balance with the physical <br /> and social environments of the island of Hawaii. <br /> <br /> * The County of Hawaii shall strive for diversity and stability in its economic <br /> system. <br /> <br /> * The County shall provide an economic environment which allows new, <br /> expanded, or improved economic opportunities that are compatible with the <br /> County's natural and social environment. <br /> <br /> * The County of Hawaii shall strive for an economic climate which provides its <br /> residents an opportunity for choice of occupation. <br /> <br /> * The County of Hawaii shall encourage the development of a visitor industry <br /> which is consistent with the social, physical and economic goals of the residents <br /> of the County. <br /> <br /> The applicant's objective recognizes the growing development needs for the <br /> region. The applicant seeks to provide the community with further commercial and <br /> community service facilities which take advantage of the sites's positive physical and <br /> locational attributes. By targeting the project area for commercial development, the <br /> Applicant is seeking to meet the urban expansion needs in a manner that is in concert <br /> with the long-range community plans as expressed in the County General Plan and <br /> Kona Regional Plan. The primary objectives of the Mohala Commercial Center <br /> include: <br /> <br /> • Creation of a high quality commercial and community service center that <br /> complements that site and surrounding uses. <br />
