Arakaki, Chairman <br /> and Members of the County Council <br /> Page 3 <br /> <br /> <br /> • Development of a project that is sensitive to the cultural, historic and <br /> environmental conditions of the site and surrounding area. <br /> <br /> • Providing for expanded commercial/retail services and employment <br /> opportunities for the North Kona area in a manner that improves the economic <br /> and social well-being of the community. <br /> <br /> The Conceptual Development Plan provides for approximately 150,000 square feet of <br /> commercial space with larger commercial-retail outlets located near the project entry <br /> complemented by smaller retail shops centered on a pedestrian mall. Potential users <br /> include large retail outlets, specialty shops, restaurants, offices, theaters, day care <br /> center and other community service facilities. It is envisioned that commercial "pads" <br /> will be provided for lease or sale according to the Preliminary Subdivision Plan. The <br /> plan is organized on a circulation system that provides for efficient ingress and egress <br /> to all use areas and relates to the long-range circulation plans for the property. <br /> Although specific plans for the applicant's property mauka of the project site have not <br /> been developed at this time, future development in the remaining portions of the <br /> Mohala project will consist primarily of residential uses. The circulation configuration <br /> for the project site is based on a preliminary plan which is expected to be updated over <br /> time as more detailed site information and program information of the specific uses are <br /> known. <br /> <br /> The proposed change of zone request would be consistent with the Land Use <br /> Element of the General Plan. Land use is one of the principal focal points of public <br /> concern and policy. The Land Use Element provides the primary basis for direct <br /> control and guidance of publicly and privately owned resources. It is also intended to <br /> be used as a policy guide for the coordinated growth and development of all sectors of <br /> the County. It sets forth goals, policies, standards and courses of action to <br /> accommodate growth without congestion, to designate and preserve the lands needed <br /> for residential use, commercial and visitor services, industry, agriculture and open <br /> space, and to coordinate these uses with the County's service and circulation systems. <br /> The overall Land Use goals, policies and standards are set forth to physically plan the <br /> lands in the County in the best interest of the island's residents. These state the <br /> following: <br /> <br /> Land Use Element <br /> <br /> * Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural and physical environments of the County. <br />
