It reflects a graphic depiction of <br /> the physical relationship among the various land uses. The LUPAG Map establishes <br /> the basic urban and non-urban form for areas within the County. The project area is <br /> designated High Density Urban Development and Urban Expansion. High Density <br /> Urban Development allows for commercial, multiple residential and related services <br /> (general and office commercial; multiple residential - up to 87 units per acre), and <br /> Urban Expansion allows for a mix of high density, medium density, low density, <br /> industrial and/or open designations in areas where new settlements may be desirable. <br /> The proposed development may be permitted provided that applicable goals, polices <br /> and standards of the General Plan are met. This proposed commercial development <br /> will provide the framework of a concentration of urban activities occurring in an <br /> orderly manner commensurate with the provision of necessary infrastructure. <br /> Therefore, it is determined that the request is consistent with the High Density Urban <br /> Development and Urban Expansion form depicted on the LUPAG Map for this area of <br /> North Kona. <br /> <br /> It should be pointed out that the State Land Use Commission approved with <br /> conditions a portion, approximately 432.91 acres of land, of the County of Hawaii's <br /> petitioned area of 955.78 acres for a State Land Use Boundary Amendment from <br /> Agricultural to Urban District. The subject parcels 6 and 7 consisting of a total of <br /> 137.91 acres, which includes the project area, is a portion of the reclassified Urban <br /> district. <br /> <br /> The General Plan further states that areas to be considered for rezoning "shall <br /> have basic improvements and amenities necessary for immediate use." The applicant <br /> will install curb, gutter, and sidewalk improvements meeting with the requirements of <br /> the Department of Public Works. All other essential utilities and services can and will <br /> be made available to the development, including connection to the Kealakehe <br /> Wastewater Treatment System. <br /> <br /> The Kona Regional Plan Land Use Concept Map designates this area for <br /> General Commercial uses. This request is consistent with the urban form depicted on <br /> the LUPAG Map for this area of Kona. <br />
