However, lands in the vicinity of the project area are zoned CG-20, A-5a and <br /> RS-7.5. The Crossroads development is situated to the west; a single family dwelling, <br /> baseyard, and the Queen Liliuokalani Trust lands are to the north; to the southwest is <br /> the Lanihau Shopping Center; and to the east and south is a vacant parcel and Malulani <br /> Gardens Subdivision. The proposed rezoning and development will complement the <br /> land usage within the community and neighborhood it is proposed to be located in. <br /> <br /> The subject area is located in close proximity to schools, commercial areas, <br /> employment centers and public safety services. The subject area would provide <br /> continued and additional commercial services for the visitor industry, residents in the <br /> Kona district, as well as for the rest of the residents of the island of Hawaii. <br /> <br /> The project site is located within an area adequately served with essential <br /> services and facilities such as water and other utilities. Water is available to the project <br /> site through an existing 12-inch waterline along Henry Street. The applicant proposes <br /> to tie into the County's Kealakehe Wastewater Treatment Facility. <br /> <br /> Access to the proposed development would be from an existing 60-foot <br /> right-of-way, Road A, which was constructed with curbs, gutter and sidewalk <br /> improvements as part of the Crossroads development. Said Road A is located at the <br /> intersection with Henry Street and the entrance to Wal-Mart and consist of traffic <br /> signalization and turning lanes. Henry Street has an 80-foot right-of-way with curbs, <br /> gutter and sidewalk improvements. The applicant proposes to extent Road A with a <br /> breach to the Great Wall of Kuakini and through the proposed development with a <br /> 36-foot wide right-of-way with curbs, gutters and sidewalks. It should be noted that a <br /> breach to the Great Wall of Kuakini was acceptable to the Department of Land Natural <br /> Resources-Historic Preservation Division. This two lane road will include a center <br /> lane to accommodate left turns into project driveways and parking lots, and will have <br /> no on street parking. A Traffic Impact Analysis Study was completed for the proposed <br /> project and submitted to the Department of Public Works for review and comment. <br /> The applicant will make all improvements recommended by the Traffic Impact Analysis <br /> report. <br /> <br /> The applicant's Environmental Report states in summary that the area is <br /> classified as xerophytic grassland consisting of Guinea grass with emergent stands of <br /> koa haole and an upper canopy of scattered kiawe trees. The vegetation of the project <br /> site is dominated by Guinea grass, which covers approximately 90 percent of the <br /> ground. No native plant communities exist on the property. Of the total 70 plant <br /> species inventoried during the botanical survey, only six are native, of which two are <br />
