Arakaki, Chairman <br /> and Members of the County Council <br /> Page 5 <br /> <br /> <br /> The project has no severe geological or topographical problems which cannot be <br /> properly rectified or which would render the land unusable. The subject property is <br /> relatively level. According to the Flood Insurance Rate Map (FIRM), it is within Zone <br /> X, an area determined to be outside the 500-year flood plain. The subject property is <br /> also located.outside of any tsunami inundation area. Any new construction or <br /> improvements to the project area must comply with Chapter 27 of the County Code <br /> relating to Flood Hazard Control. The subject property has been previously developed <br /> with a residence and therefore, no endangered or threatened species of floral or fauna <br /> nor any archaeological sites are anticipated to be found on the subject property. <br /> <br /> To mitigate any potential noise and visual impacts to adjacent neighbors, a <br /> landscaping buffer is required in accordance with the Planning Department's Rule 17 <br /> and Plan Approval requirements to be determined during plan approval review. <br /> <br /> Based on the above findings, this request for a Change of Zone from a Single <br /> Family Residential (RS-10) to a Neighborhood Commercial (CN-10) zoned district <br /> would result in an appropriate land use pattern and further the convenience, necessity <br /> and general welfare of the public. <br /> <br /> For your favorable consideration, an amendment to Section 25-8-33, the City of Hilo Zone <br /> Map, of the County Zoning Code is transmitted. <br /> <br /> We are enclosing a copy of the application, a copy of the staff background and additional <br /> testimonies for your information. <br /> <br /> Sincerely, y <br /> <br /> <br /> <br /> Kevin M.
