Honorable James Y. Arakaki, Chairman
and Members of the County Council
Page 5

The project has no severe geological or topographical problems which cannot be
properly rectified or which would render the land unusable. The subject property is
relatively level. According to the Flood Insurance Rate Map (FIRM), it is within Zone
X, an area determined to be outside the 500-year flood plain. The subject property is
also located.outside of any tsunami inundation area. Any new construction or
improvements to the project area must comply with Chapter 27 of the County Code
relating to Flood Hazard Control. The subject property has been previously developed
with a residence and therefore, no endangered or threatened species of floral or fauna
nor any archaeological sites are anticipated to be found on the subject property.

To mitigate any potential noise and visual impacts to adjacent neighbors, a
landscaping buffer is required in accordance with the Planning Department's Rule 17
and Plan Approval requirements to be determined during plan approval review.

Based on the above findings, this request for a Change of Zone from a Single
Family Residential (RS-10) to a Neighborhood Commercial (CN-10) zoned district
would result in an appropriate land use pattern and further the convenience, necessity
and general welfare of the public.

For your favorable consideration, an amendment to Section 25-8-33, the City of Hilo Zone
Map, of the County Zoning Code is transmitted.

We are enclosing a copy of the application, a copy of the staff background and additional
testimonies for your information.

Sincerely, y

Kevin M.
