Yamashita, at Waiakea, South Hilo, Hawaii, TMK: 2-2-23:09, reports as <br /> follows: <br /> Bill No. 309 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of <br /> the Hawaii County Code, by changing the district classification for approximately 29,720 square feet of <br /> land from a Single Family Residential (RS-10) to a Neighborhood Commercial (CN-10) zoned district. <br /> The triangular-shaped level property, owned in fee by Dr. Douglas H. Yamashita and Yu Jae Yamashita, <br /> is located on the northwest comer of the Kinoole and Lono Streets intersection, south of the Kinoole <br /> Medical Center and across from the Big Island Educational Federal Credit Union. The subject parcel is <br /> currently vacant since the previous dwelling on the property was demolished years ago. <br /> The applicant would like to construct none-story rectangular-shaped small medical office building <br /> consisting of 1,350 square feet, with 10 paved parking spaces, including one handicapped-accessible <br /> stall. The estimated cost of the structure is $375,000 and the detailed design will be worked out upon <br /> approval of this request. Construction will commence when the building permits are approved and <br /> should be completed in 8 months. <br /> The subject parcel is surrounded by right-of-ways on all sides. There is an abandoned 30-foot wide <br /> railroad right-of--way to the west (rear); l,ono Street's unimproved 60-foot right-of--way to the south; and <br /> Kinoole Street borders to the north. "1'he project site is situated within close proximity to schools, <br /> commercial areas, employment centers and public safety services. Adjacent surrounding lands are zoned <br /> RS-10 and CG-20 and includes single family dwellings and commercial establishments. The adjacent <br /> property to the south is the State of Hawaii Children's Advocacy Center of East Hawaii, further to the <br /> south is the Kinoole Medical building, across on Kinoole Street (east) is the Big Island FCU and behind <br /> the railroad right-of-way (west) is the Hilo Senior Center and Housing. <br /> The State Department of Agriculture's Agricultural lands of Importance to the State of Hawaii (ALISH) <br /> Map designates the land for Urban development. Soils within the subject property are classified as Olaa <br /> extremely stony silty clay loam with some Keaukaha extremely rocky muck. Keaukaha soils consists of <br /> strongly acid, well-drained and thin organic soils overlying pahoehoe lava bedrock. Permeability is <br /> rapid, runoff is medium, and erosion hazard is slight. Olaa soils consists of dark brown well-drained, <br /> extremely stony silty clay foams that are underlain by Aa lava.
