Arakaki, Chairman <br /> and Members of the County Council <br /> Page 9 <br /> <br /> within a 45.95-acre property that was rezoned for Kapoho Properties by the County <br /> Council in 1992 from A-20 to A-Ia. A subdivision application for Kurtistown Heights <br /> to subdivide the subject property into approximately 40-one acre lots was subsequently <br /> filed and is still pending with the Planning Department. The self-help housing project <br /> is proposed for the northwestern corner of the subject parcel. This proposed single <br /> family residential development will provide affordable housing options in this vicinity <br /> which are not presently available. The proposed development is located within close <br /> proximity to all necessary urban services, facilities and infrastructure, and will serve to <br /> complement the urban development for that area. Development within this area of <br /> Kurtistown/Keaau shows a definitive progression towards urbanization as surrounding <br /> properties in this area are already developed and in low density urban uses. <br /> The proposed request will not unreasonably burden public agencies to provide <br /> roads and streets, sewer, water, drainage, school improvements, police and fire <br /> protection and other related infrastructure. Access to the development will be from <br /> South Road, which is an approximately 20-foot wide private road that will require <br /> extensive improvements. According to Ordinance No. 92-123, as amended by <br /> Ordinance No. 97-65, which governs the A-Ia rezoning for the entire subject property, <br /> Kapoho Properties is required to provide channelization improvements at the <br /> intersection of the Hawaii Belt/South Road intersection. All interior subdivision access <br /> roads are required to meet with the approval of the Department of Public Works. <br /> Access via South Road would be from a 60-foot right-of-way which would be improved <br /> to County dedicable standards up to an approximate length of 450 feet from the Hawaii <br /> Belt Road. Lands along the balance of the subject property fronting South Road shall <br /> be set aside and delineated on subdivision plans for a future 60-foot wide road. All <br /> improvements are required to be constructed prior to securing final subdivision <br /> approval or to be bonded. For this particular development, as South Road will also <br /> provide access to the self-help housing development, the applicant will be required to <br /> work with and coordinate completion of applicable roadway improvements with <br /> Kapoho Properties (Kurtistown Height Subdivision) in accordance with Ordinance <br /> No. 97-65 prior to securing Final Subdivision Approval. Although, the Department of <br /> Public Works recommended that curbs, gutter and sidewalks for all proposed <br /> roadways, they are not being included as a condition for this affordable housing <br /> development. According to the Department of Water Supply, water can be made <br /> available to the subject property with applicable water system improvements. As the <br /> subject property is located in a Critical Wastewater Disposal Area, wastewater systems <br /> shall meet with requirements of the Department of Health. <br /> The Flood Insurance Rate Map (FIRM) designation for the property is in Zone <br /> "X", areas determined to be outside the 500 year flood plain. There are no known <br /> drainage improvements on site. The project shall be developed in full compliance with <br /> the flood control measures. Any improvements to the property must comply with <br /> Chapter 27 of the County Code relating to Flood Hazard Control. While there are no <br /> indications of surface water flow on-site, the applicant will abide by all applicable <br /> County guidelines for run-off generated by the development. <br /> Schools, police, fire, shopping and other related facilities and services are <br /> located in Keaau, within two to three miles from the subject property. <br />
