The <br /> <br /> property is located on the south side of South Road approximately 500 feet west of Volcano <br /> Road, Olaa Reservation Lots, Olaa, Puna, Hawaii, TMK: 1-7-17: Portion of 3. <br /> <br /> GENERAL INFORMATION <br /> <br /> 1. Landowners: The subject property is owned by the following: David and Shirley <br /> Larsen; Herbert and Wendy Lee; William and Candace Moore; and Michael and Carla <br /> <br /> Beard. All have provided their consent for the submittal of the applications. <br /> 2. Real Property Tax Clearance: With this application, a tax clearance up until August <br /> <br /> 20, 1998 was received for the subject property from the Real Property Tax Division. <br /> BACKGROUND INFORMATION <br /> <br /> 3. Change of Zone Ordinance No. 92-123 as amended by Ordinance No. 97-65: The <br /> County Council approved the request by Kapoho Properties to rezone TMK: 1-7-17:3 <br /> <br /> from A-20a to A-la, effective November 5, 1992. The applicant proposed to subdivide <br /> <br /> the property into 40 lots having a minimum lot size of one acre. According to Change <br /> of Zone Ordinance No. 92-123, Condition B required that Final Subdivision Approval <br /> <br /> be secured within two years of receipt of Tentative Subdivision Approval or by <br /> February 10, 1995. By letter dated November 5, 1996, the applicant requested an <br /> <br /> extension to Condition B due to the present economic cycle in slowing the final stages <br /> of the project. An extension of time to Condition B (secure Final Subdivision <br /> <br /> Approval) was granted by the County Council until May 14, 1999 by Ordinance No. <br /> 97-65.
