<br /> <br /> <br /> <br /> <br /> <br /> <br /> According to Change of Zone Ordinance No. 97-65, which governs the original <br /> rezoning from A-20 to A-la for entire subject property, South Road, up to a length of <br /> <br /> approximately 450 feet shall be improved to a 60-foot right-of-way. The remaining <br /> portion of South Road fronting the property shall be set aside and delineated on <br /> <br /> subdivision plans for a future 60-foot wide road. Conditions also call for <br /> channelization improvements at the South Road/Hawaii Belt Road intersection. <br /> <br /> According to the Ordinance, no access shall be allowed from Huina Road or directly <br /> <br /> from the Hawaii Belt Road and interior roadways shall meet with the requirement of <br /> the Department of Public Works. Land along the balance of the subject property <br /> <br /> fronting South Road shall be delineated and set aside on the subdivision plans for a <br /> future 60-foot wide road widening. <br /> <br /> 28. Water: Water can be made available to the subject property with required water <br /> system improvements. <br /> <br /> 29. Wastewater: According to the Department of Health, the subject property is located <br /> in a Critical Wastewater Disposal Area where cesspools are not allowed. Wastewater . <br /> <br /> systems shall meet with the approval of the State Department of Health. <br /> <br /> 30. Other Essential Utilities and Services: Telephone and electricity are available to the <br /> subject property. Fire and police services are available in Keaau Town approximately <br /> <br /> two miles to the northeast. <br /> A .ENC C - COMMENTS <br /> <br /> 31. Department of Health (August 6, 1998 Memo): <br /> "The subject lots are located in the critical Wastewater Disposal Area where cesspools <br /> are not allowed because of water pollution concerns. Any development on these lots <br /> would require all wastewater be disposed into a Septic Tank System. . <br /> <br /> "Underground Injection Systems (Ph. 586-4258) which receive wastewater or storm <br /> run-offs from the proposed development need to address the requirements of Chapter <br /> 23, Hawaii State Department of Health Administrative Rules, Title 11, "Underground <br /> Injection Control." <br /> <br /> <br /> <br /> <br /> <br /> -6- <br />
