Arakaki, Chairman <br /> and Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> <br /> Dear Chairman Arakaki and Members: <br /> State Land Use Boundary Amendment Application (SLU 98-5) <br /> Request: Agricultural to Urban <br /> Change of Zone Application (REZ 98-19) <br /> Request: A-la to RS-10 <br /> Applicant: Hawaii Island Community Development Corporation (HICDC) <br /> Tax Map Key: 1-7-177Portion of 3 <br /> The Planning Commission, after a duly held public hearing on September 18, 1998, voted to <br /> recommend for your approval the proposed legislative bills to change the State Land Use <br /> district from an Agricultural to Urban District and a Change of Zone application changing the <br /> district classification from Agricultural (A-la) to Single Family Residential (RS-10) for <br /> approximately 7.084 acres of land. The project area is located on the south side of South <br /> Road approximately 550 feet west of Volcano Road, Olaa Reservation Lots, Olaa, Puna, <br /> Hawaii. <br /> The Commission concurs with the following findings as recommended by the Planning <br /> Director: <br /> <br /> State Land Use Boundary Amendment <br /> The approval of the reclassification from the State Land Use Agricultural to the <br /> Urban District will not be violative of Section 205-2, Chapter 205, Hawaii Revised <br /> Statutes, nor will the reclassification actions be inconsistent with the Hawaii Land Use <br /> Commission Rules, the Hawaii State Plan and the County General Plan. According to <br /> the Hawaii Land Use Commission Rules, one of the standards for considering an area <br /> for urban reclassification is that "land contiguous with existing urban areas shall be <br /> given more consideration than non-contiguous land, and particularly when indicated for <br /> future urban use on state or county general plans." The project site conforms to this <br /> standard as it is situated adjacent to existing urban designated lands in Kurtistown. <br /> These urban lands include the existing residential neighborhood (RS-10 and RS-20) <br /> bordering the subject property along the Hawaii Belt Road, Huma. Road and South <br /> Road. Commercial uses are also established along the Volcano Highway near Huina <br />
