Hawaii State Plan: Consistency with the following goals, objectives and policies for the <br /> <br /> economy: <br /> * Achieve a strong, viable economy, characterized by stability, diversity and <br /> growth that enables the fulfillment of the needs and expectations of Hawaii's <br /> present and future generations. <br /> <br /> * Encourage urban developments in close proximity to existing services and <br /> facilities. <br /> <br /> <br /> B. General Plan LUPAG Map: Urban Expansion Area, which allows for a mix of high <br /> density, medium density, low density, industrial and/or open designations in areas where <br /> <br /> new settlements may be desirable, but where the specific settlement pattern and mix of <br /> uses have not yet been determined. <br /> <br /> 9. General Plan: The following goals, policies, standards and courses of action of the <br /> <br /> General Plan. <br /> <br /> Land Use Element <br /> <br /> • Designate and allocate land uses in appropriate proportions and mix and m <br /> keeping with the social, cultural, and physical environments of the County. <br /> <br /> • Zone urban- and rural- type of uses in areas with ease of access to community <br /> services and employment centers and with adequate public utilities and <br /> facilities. <br /> <br /> • Promote and encourage the rehabilitation and use of urban and rural areas <br /> which are serviced by basic community facilities and utilities. <br /> <br /> • Allocate appropriate requested zoning in accordance with the existing or <br /> projected needs of the neighborhood, community, region and County. <br /> <br /> • The county shall encourage the development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical and social <br /> environment. <br /> <br /> • Zoning requests shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with <br /> <br /> -2- <br />
