REQUEST: <br />The Office of Housing and Community Development (OHCD) requests Council's approval to amend the <br />Capital Budget and to increase the County's portion of the development of Phase I of the Kaloko Housing <br />Program, from $5,413,000 to $7,500,000. And to also eliminate the Federal share of this project <br />($5,563,000). <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The County, in collaboration with community members, approached the 2008 State Legislature with a $12 <br />million request for its Kaloko Housing Program. By the end of the session, the County was able to secure an <br />appropriation of $1.454 million in Capital Improvement Project funds. <br />Simultaneously, the County also submitted a Congressional request (for the same amount of $12 million) for <br />a federal Economic Development Initiative grant for the project. Recently, the OHCD was informed that its <br />federal request was not funded. <br />Because (1) the County is unsure whether the State funds will be released by the Governor and (2) the state <br />appropriation is insufficient to complete all or even part of the project, the OHCD is requesting an <br />appropriation of $7.5 million to complete 24 transitional housing units that will replace the Kawaihae <br />Transitional Housing Program. As the Kawaihae program is scheduled for closure in June of 2009, there is <br />an urgency in obtaining these funds. <br />SIGNED: DATE: 8/26/08 <br />epartment Head <br />
