Max) <br />-Improve communications in areas at high risk for natural disasters <br />Continue to improve interoperability efforts in urban and metropolitan areas at high risk for threats of terrorism <br />Improve communication in areas at high` risk for natural- disasters: The Hawaii Region is more <br />susceptible to natural disasters than any region in the State of Aawaii. These include <br />earthquakes, tidal waves, lava flows, hurricanes and tropical storms. A dedicated VHF channel <br />shall be used as a command channel during mitigation efforts for mutual-aid communications before <br />and after a natural disaster without affecting day-to-day communication operations, note: funding <br />may not allow for more than one channel and the region has only one other region wide channel. If <br />future funding is available, a second channel will be established. The current system is designed <br />to withstand a 7.0 earthquake and wind speeds up to 120 mph, but should a radio site go down RoIP <br />allows for multiple pathways to back-up communications, RoIP to satellite for instance, Continue <br />to improve interoperability high risk for threats of terrorism: The threat of terrorism in the <br />Hawaii Island Region is low, howevez interoperability efforts parallel those described for <br />improving communication during natuzal disasters. Pre-position or secure interoperable <br />communications: Major components of the proposal are built into the existing system they are <br />already pre-deployed.
