No. 734-08 <br />PLACE: Sheraton Keauhou Bay Resort & Hotel <br />78-128 `Ehukai Street <br />Kailua-Kona, Hawaii <br />TIME: 9:12 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 734-08, reports as follows: <br />Resolution No. 734-08, transmitted jointly with Bill No. 358 by Director of Finance <br />William Takaba, via Communication No. 1421, dated August 27, 2008, authorizes the Office of <br />the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State <br />Civil Defense for the Public Safety Interoperable Communications grant. <br />The U. S. Department of Homeland Security, Preparedness Directorate, U. S. Department of <br />Commerce, and the National Telecommunications and Information Administration had jointly <br />awarded a Public Safety Interoperable Communications Grant to the State of Hawaii. The State <br />of Hawaii Legislature enacted Act 158, Session Laws of Hawaii 2007, also cited as the <br />Supplemental Appropriation Act of 2008, which appropriated funding for the matching <br />requirement to that Federal grant. These funds which are being passed through the State of <br />Hawaii Department of Defense, State Civil Defense, in the amount of $1,275,000 of Federal <br />funds, and $300,000 of State funds. <br />This grant is intended to provide the County of Hawaii with enhanced interoperable <br />communications with respect to voice, data, and/or video signals. This project will add one <br />island-wide radio channel in each of the 22 repeater sites and enhance police and fire facilities <br />internal communications equipment, and will establish Radio over Internet Protocol at multiple <br />points (2PSAPS), and at the County's fire and police stations and emergency operating center. It <br />will also support enhanced data connectivity by establishing T-1 lines from the DS3 microwave <br />links that currently support connectivity to the Hawaii County Fire and Police Departments. <br />Mr. Quince Mento, Civil Defense Administrator, stated that the grant was issued to the State <br />through the Department of Homeland Security, of which $1,275,000 was given to the County of <br />Hawaii, along with the $300,000 match from the State Legislature. Mr. Mento further stated <br />that the project will have three phases: (i) provide conduits in and out of the data system to be at <br />full capacity; (ii) creation of a single common radio channel that all agencies will use in the <br />event of an emergency and/or communication between departments; (iii) revamping all the <br />dispatch consoles, Police, Fire, and Civil Defense to provide a common platform for all dispatch <br />and communication centers use. <br />
