Baseline -Description of Need <br /> Provide a summary description of the current state of this Investment, its objectives, and any outcomes that will be <br /> completed prior to the application of PSIC funds. Reference should also 6e made to the PSIC objectives (highlighted in <br /> Section I.A Program Funding Goais) addressed by the Investment. (3,000 Char. Max) <br /> This project addresses weakness in our communication systems related to interoperability-ability. <br /> The county has limited radio and data capability across a very large geographic aiea. Solutions <br /> based on NTIA PSIC objectives: <br /> Technology: - Radio: Replace RF interfaces with RoIP controllers and gateways. Data: DS3 <br /> technology is the primary data path with IP in and out. Spectrum efficiency - Radio: One VHF <br /> channel for command interoperability. IP (ISSI) as the RoIP protocol. Data: DS3 capability for <br /> the transfer of data, no radio channels, TCP/IP as a standard. Cost-effective - Radio:. RoIP <br /> controllers are 2/3 the cost of RF consoles. Data: DS3 capability is built into the current <br /> system, no RF data channel needed. All Hazards Mitigation: Voice and Data: The Hawaii Island <br /> Region is the most proned of all the Hawaiian Islands to natural disasters in the State. This <br /> project establishes multiple pathways into radio and data systems via IP allowing access in the <br /> event of failure or partls} of the system. <br /> High risk for threats of terrorism - Voice and Data: A threat and risk assessment indicates The <br /> Hawaii Island Regiom has a low risk to acts of terrorism.'Interoperability efforts will primarily <br /> be establishing MOUs with urban public safety for mutual aid response. Pre-position or secure <br /> interoperable comets: Radio and Data: ThQ entire Hawaii Island region. becomes a-wide area voice <br /> and data gateway via IP (ISSI and TCP/IP), allowing STR assets immediate portability into the <br /> III.C. Baseline -Description of Governance Structure and Activities <br /> Provide a summary description of the current state of your governance structure and activities. (2,500 Char. Max) <br /> Currently, the governance of the Hawaii Island Region in regards to interoperable communications <br /> is limited to 1)informal relationships established by the Hawaii County Civil pefense Agency <br /> between mutual aid partners. These relationships will be formalized through written agreements <br /> with partner agencies. Jurisdictional governance within the Hawaii Region are with the agencies <br /> that work most closely together in joint emergency responses the Mayor's office, Police, <br /> Fire/EMS, and Hawaii County Civil Defense. 2) The current direction of interoperable <br /> communications is jointly developed by the Hawaii Region SCIP/PSIC committee. Including <br /> representation by Hawaii County Police, Hawaii County Fire/HAZMAT/EMS, Hawaii County. Data <br /> Systems, and Hawaii County Civil Defense. The coordinating group answers directly to the Mayor of <br /> Kawaii County. The committee determines the communication .strategy for the County. State <br /> agencies will partner through the State's Tactical Interoperability Communications Plan (TICP) <br /> and with the NGOs through MOIIs established in conjunction with the region's (TIC P1• <br /> <br /> ,:, <br /> <br /> <br /> <br /> III.D. Baseline - Stakeholder Involvement <br /> Provide information on the public safety agencies involved in the Investment Justification Process. (1,024 Char. Max) <br /> In regards to direct planning, the major agencies involved in developing the Hawaii Region PSIC <br /> plan includes Hawaii County Police, Hawaii County Fire/EMS, Hawaii County. Data Systems, and <br /> Hawaii County Civil Defense. The coordinating group reports to the Mayor o£ Hawaii 'County. <br /> State, Federal and NGO partners communication assets were surveyed to-gauge adaptability to the <br /> overall plan.
