BDAG S SLUREZ. dm -7/3 /08 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />STATE OF HAWAII DEPARTMENT OF ACCOUNTING & GENERAL SERVICES <br />STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 08-000019) <br />CHANGE OF ZONE APPLICATION (REZ 08-000078) <br />The STATE OF HAWAII DEPARTMENT OF ACCOUNTING & GENERAL <br />SERVICES (RAGS) has submitted applications for a State Land Use Boundary Amendment <br />from Agricultural to Urban and a Change of Zone from Agricultural 20 -acres (A -20a) to Single - <br />Family Residential 15,000 square feet (RS -15) for approximately 3.475 acres of land. The <br />property is located approximately 600 feet north (makai) of the Akoni Pule Highway (Highway <br />270) and also makai of Takata Store, Kapua and Puehuehu, North Kohala, Hawaii, TMK: 54-8: <br />Por. 2. <br />PROPOSED ACTION <br />1. Request: State Land Use Boundary Amendment from Agricultural to Urban and a <br />Change of Zone from Agricultural 20 -acres (A -20a) to Single -Family Residential 15,000 <br />square feet (RS -15) for approximately 3.475 acres of land to replace an existing public <br />library. An approximately 35 -foot high 5,875 square -foot single -story building is <br />proposed to be constructed. The Kohala Public Library will be designed and constructed <br />as a sustainable building per Leadership in Energy and Environmental Design (LEED) <br />standards. (Exhibit 1- State Land Use Boundary Amendment and Change of Zone <br />applications) <br />2. Background: Currently, the Bond Memorial Library located at Kapaa serves the Waal <br />community between Hawi and Halaulua-Niulii in North Kohala. The Bond Memorial <br />Library deed written by Caroline Bond in 1927 gave the Territory of Hawaii the right to <br />use the site for a public library. The deed specified that when the building ceases as a <br />public library, the land would revert back to Caroline Bond or her heirs/estate. Under the <br />deed, after the Bond Memorial Library operations cease, the State has one year to remove <br />the building and any other improvements from the land. The Hawaii State Library <br />System Master Plan for 1991-2000 recommended that the Bond Library be replaced. The <br />
